Frank immigrated to Canada from Scotland as a butcher with his young family. From these humble beginnings, he became a passionate and devoted labour relations mediator, arbitrator, and fighter for worker's rights across Ontario. Many of his legal decisions have shaped labour relations law in the province, and he was highly regarded in the legal, labour, and business communities. Frank was a champion of the underdog in both his personal dealings and his charitable activities. He was the previous owner of the Duke of Wellington, Waterloo, and an avid boater.
